The November election is coming near. The government has prepared it's security arrangement and the Election commission has almost completed it's preparation. Some of the Political parties have already unveiled their Election Manifesto. Ra. Pra. Pa. Nepal was the first party to make their manifesto public. As expected Ra. Pra. Nepal has came up with the proposal of Ceremonial Monarch.
Nepali Congress has said that it will unveil the Manifesto right after the completion of Dashain Festival. Although all of the party leaders have already gone to the voters without the manifesto. CPN-UML is likely to make their Manifesto Public soon. Even the official Manifesto haven't came out, most of the major parties have already said how their Election Manifesto will be.
There is 7 States Provincial map in CPN-UML's Manifesto with identity based on multiple factors. There will be directly elected Prime Minister and a Ceremonial President according to their roadmap.
Similarly Nepali congress is about to proclaim for 7 or 13 provincial states with Executive Prime Minister and Ceremonial President elected from the Parliament. Whereas the biggest Party in the last CA, CPN Maoist, is arguing for directly Elected Executive President for the Political stability. Maoist has long been lobbying for the Federal State System based on four factors including Ethnicity.
After the death of first CA, Parties should have gone for broader interaction with the people to present their roadmap how their planning can drive the nation properly towards the peace and prosperity. But major parties have delayed to publicize their Election Manifesto even there is only a month left for election. This is the reason that this election seems to be like a previous parliamentary
elections where voters demand for regional development programs like road construction, electrification, construction of educational institutions, hospital, irrigation etc and the candidates used to promise the same. Here most of the candidates are scared to educate the voters that this election is to form the Constituent Assembly which will formulate the Law for the nation which will direct how the nation will take the peace and development path. But most of the parties don't want to loose their votes denying the growing demand of development related programs as people haven't been educated properly what is the purpose of this election.A voter votes for Congress because he is a congress for a long time and so the CPN-UML cadres will do, a Maoist cadres votes even though he knows that his party is not doing right what he had expected in the past.
It seems that CPN Maoist has newer planning on nation building process but they haven't been clear on the Ethnicity based states which other parties have been claiming that it will divide the people and there will be chaotic situation soon.

But all of us must be careful before voting this time that we must study the party's manifesto and must watch the candidate's capacity as well. We definitely have a lot of immediate necessity, but we should educate our society that the first priority now is the form the constitution then our nation will move in the way that we wanted.
