After the demise of first constituent Assembly in Nepal, it took nearly a year for political leaders to walk in the same way of political journey.After the months of Tug Of Political War, major parties were able to form the present Khila Raj Regmi government which has announced the 2nd Constituent Assembly Election date for November 19 this year.The whole nation has gone into election.Election Commission has scheduled it's work sheet, parties have called their candidates recommendation on both direct and Equal Representation seats from the districts and the government is preparing for the election oriented security planning.
Right from the formation of Regmi government the Baidhya led Maoist faction has been opposing the government and the whole process of it' formation.They have officially decided to oppose the November 19 Election unless their demands are heard and talked.They are demanding a party led government from all Party Round Table Talks, which basically isn't a bad idea, what CPN-Maoist are demanding is a government lead by Parties which is essential in Multiparty Democracy and another essential point is to reach into a common point about the basic structure of the New Constitution. After all the political environment is the same as it was during the first Constitution Election.There is no guarantee that the new CA will promulgate new constitution unless the reasons why the first CA couldn't yield new constitution are found out and eradicated.
What Baidhya and it's 33 parties allies are demanding is an all party Round Table Talks which will discuss about the basic draft structure of the new constitution and later new CA will approve the draft into a new Constitution.
The political culture in Nepal for last 20 years have been basically a person centralized culture.Everything is happening on the will of a single person like Girija Koirala before and Prachanda now.Despite knowing Baidhya's democratic demand, why Prachanda wants to ignore his ideas is clear that they don't want Baidhya led Maoist to grow bigger or don't what them to take part in election either which will have a direct impact on the poll result.
From the beginning CPN-Maoist and it's 33 parties allies have been opposing election related activities along with placing their demands.As the poll date has neared, suddenly Baidhya Maoist has changed their idea and trying to find a way to take part in the upcoming election.After the first proposed all party Round Table Talks was denied by four major parties, Baidhya had pleaded with President and managed an all party meetings for several times this week.Now it seems that Baidhya's party also wants to join the election, but to save their nose, they have placed two demands first resignation of Khila Raj Regmi from the Chief Justice post and postponement of the election date.
Parties have agreed to request Regmi for his resignation from the same but won't be a mandatory and they have also floated a proposal to postpone the election for November 30.CPN-Maoist and it's allies havent responded on this proposal and there will be another conclusive talks today evening.
Hope the all-party meeting will come up with a good news for the nation and there will be Election as soon as possible.
