Government to Mobilize Nepali Army On Election

Nepal government is preparing to mobilize Nepal Army force during election for fare and fearless election. The meeting of the security council has forwarded a bill to Presidents' office for it's approval. After studding constitutional and legal sides of the bill, the president has returned back the bill for it's amendment as present constitution doesn't allow the government to deploy Nepal Army. The Article 145 (5) of the Interim Constitution states that in case of army deployment in the state, it should be approved from the parliament within a month except for the natural disaster. But Nepal correctly doesn't have elected parliament to do so. The government probably will send another bill to amend the interim constitution to remove the hurdle as the high level political committee and the government has already practiced amending several bills. Khilanath Government itself was formed after amending several articles of the interim constitution.
According to the Security planning presented by the government, Army will be mobilized on the coordination of the Chief District Officer. With orders from the civil Administration, Army will be deployed on the certain distance around the Election Centre. There will be around 61,000 Nepal Army, 56,000 Nepal Police,20000 from Nepal Armed Force Police and 45,000 Temporary Police personnel mobilized under the Integrated Security Planning. Whereas Army has proposed an Unified Command under it's leadership similar to the Maoist war time.
Home Minister along with four Security Heads have informed the Election Commissioner about the security planning during the election. According to the plan, there will be central coordination committee under Home Minister, Regional under Regional Administrator and District level under Chief District Officer. Election Commission has asked the Security Council to strengthen the effectiveness of  information and communication during the security mobilization
to ensure fare and fearless election.
